I see this concept in full force among the smaller organizations I have been involved with. Striking the right partnership can create a valuable spark that may have done idle otherwise.

Partners can share in this ‘purchase’ (they’ve bought in) just like employees. In small companies, partners are sometimes even better than employees because of the nature of the current economy. Smaller companies and start-ups simply cannot afford to have substantial employee teams right now.
Web partnerships specificially benefit from the mindpower of the parties involved and with shared energy around the mission and vision of the organization — tremendous progress can be made. When the balance is just right, things get done, get done according to plan and ideas buzz for improvements and momentum builds. Because the web is so valuable to small business (and all sizes) today (really exactly today) striking the right partnership is essential.
